Position Summary:

Red River is seeking a strategic Senior Capture Manager to oversee Enterprise Capture efforts from the qualification of an opportunity through win for our Government Technology Services business. The candidate would need to partner with the Defense and Civilian Sector leadership teams to develop win strategies and capture plans across the portfolio of opportunities. Additionally, our Senior Capture Manager would drive opportunities across pursuits to capture new and recompete business efforts for all priority pursuits. They will orchestrate, coach, and mentor capture team members to develop win strategies, shape objectives, and capture plans for each pursuit. Ensure the development and management capture schedules and B&P budgets assigned to the strategic opportunities. The Senior Capture Manager will play a key role in developing and executing capture strategies, building strong relationships with government customers, and leading cross-functional teams to achieve our business objectives.

The Senior Capture Manager will be responsible for effectively planning and managing capture efforts to win strategic contracts for all opportunities that are approved into BD3 Strategy and Capture. Responsible for developing full capture plans based on each opportunity and moving the opportunity from BD3 forward through the gate review process BD 4 Pre-Proposal, BD5 Bid and Proposal, and BD6 FMR. The position carries full responsibility for contract wins and losses and is responsible for overcoming any obstacles that stand in the way of a contract win. In addition to the responsibilities and job requirements outlined in this profile, Capture Managers are expected to take active, hands-on, developmental roles in all facets of proposal development.

Primary Position Tasks:

  • Track the status of bid opportunities in the pipeline that have been identified as qualified opportunities by Business Development Leads

  • Aids the Business Development Leads with shaping the RFP, determining customer intimacy, and identifying strengths and weaknesses of the organization in pursuit of the opportunity.

  • Review bid opportunities and recommend bid/no-bid decisions with supporting rationale

  • Keep Executive management informed on the status and issues with key strategic program pursuits

  • Know and apply all applicable Federal Regulations and Procurement Integrity laws

  • Align marketing intelligence with developing the win strategy per opportunity

  • Meet with and determine what the potential customer needs to fulfill the requirements of the opportunity and drive our solutions with SMEs and Technical writers toward meeting the customer's needs.

  • Develop detailed Capture plans inclusive of solicitation summaries, competitive analysis, intended win themes, resource requirements and intended assignments, program timelines, risk analysis, return-on-investment analysis, and cost of capture projections

  • Recommend appropriate bid team resources

  • Conduct a detailed competition analysis of our competition and lead Black Hat briefings

  • Assess overall bid and pricing strategy with Operations and Finance

  • Participate in negotiations for all primary sources of supply and contribute where needed with other negotiations

  • Identify and select the most appropriate team partners, when needed. Push the NDA and Teaming agreement swim lanes as part of Appendix A

  • Properly identify all risks and develop clearly defined risk-mitigation techniques

  • Develop appropriate pricing models with management and the pricing staff

  • Develop status presentations, as requested

  • Appoint, supervise, and collaborate strategies with the Proposal Manager

  • Properly communicate bid strategies to the proposal team and management

  • Provide primary input to the Proposal Manager for development of the Executive Summary and other key proposal summaries

  • Keep the entire proposal team motivated and enthusiastic at all times. Ensure that all team members are willing to do whatever it takes, with optimism, through the entire proposal development process up to (and sometimes beyond) the contract award

  • Continually analyze competition and formulate plans to develop and maintain advantage

  • Thoroughly quality-check work performed by all team members

  • Participate as an independent proposal evaluator in major proposal reviews

  • Perform other duties as assigned

Minimum Education/Certification/Experience Requirements:

  • 4-year college degree or equivalent work experience

  • At least 10years of Capture experience in the DoD / Federal sector

  • Superb project management, time management, interpersonal and communication skills

  • Proven leadership and motivational skills to manage local and virtual support teams

  • In-depth knowledge of how to apply corporate core competencies to a response to a solicited government procurement to secure a win

  • Very strong interpersonal relations skills, good personal presentation, must be enthusiastic, highly motivated, and have excellent work ethics

  • Strong negotiating and communication skills

  • Expert knowledge of the proposal development process, and well trained in proposal writing

  • Deep knowledge of federal procurement regulations

  • Team builder with an ability to foster relationships across business units within the company

Essential Elements (Mental; Physical; Equipment used):

This position is an office position that requires sitting at a desk for multiple hours throughout the workday.

This position requires the ability to continuously communicate with co-workers throughout the day utilizing Red River-approved and/or provided communication tools and equipment.

Special Requirements:

This candidate will operate remotely with travel to corporate, customer and partner sites as required or to attend conferences, trade shows etc..
